Collaborators from the United States and Mexico created this planning document and the prototype Missions Initiative website. Mexico's Instituto Nacional de Antropología e Historia (INAH) and the United States National Park Service (NPS) have served as primary project sponsors.

At the request of INAH and NPS, Mr. Tom Spangler of the University of Arizona's (UA) School of Planning produced the Strategic Plan as part of his Master's project in Regional and International Planning. Mr. Bradford Stone, UA School of Planning graduate student, created and condensed the first drafts of the current publication. Dr. Barbara Becker, Director, UA School of Planning, directed the efforts of both these contributors. Mr. Erik N. Logan of Colorado State University provided the section on Spanish Colonial architecture. Regional maps were graciously supplied by Coop's Maps and Lone Mountain Design of Menlo Park, California.
